Web development has evolved at an ever increasing rate since the beginning of the Internet age. Initially, sites were developed as static HTML pages with hard-coded links to pages and quickly became difficult and cumbersome to maintain. This led to sites becoming out of date and users moving to new sites, which offered more recent content.

Companies looked for ways to publish content without needing technical knowledge or assistance from a Webmaster. This often resulted in the development of specialised in-house bespoke applications, which were often inefficient or only provided a partial solution.

Independent software companies designed and developed solutions that solved many of the organisation's content publishing problems. These systems became known as Content Management Systems (CMS). These systems allow content owners to publish content without technical knowledge and the CMS will combine the content with the presentation, which has been built by the technical specialists.
